The Joint Community Empowerment Network for Refugees (JOCE-NET) is a refugee youth-led, volunteer-driven, community-based organization established in 2024 in Kyangwali Refugee Settlement, Kikuube District, Western Uganda. Founded by resilient and visionary young refugees with lived experience of displacement, poverty, and social exclusion, JOCE-NET was created to deliver sustainable, locally driven solutions that respond directly to the needs of marginalized and conflict-affected communities.JOCE-NET is dedicated to empowering refugees and vulnerable populations, with a particular focus on youth, women, children, and persons with disabilities. The organization recognizes the systemic barriers these groups face, including limited access to quality education, livelihood opportunities, and essential services. In response, JOCE-NET implements integrated programs designed to build capacity, enhance resilience, and promote self-reliance.The organization operates across several key thematic areas, including education, vocational and life skills development, health and nutrition, entrepreneurship and leadership, and humanitarian assistance. Through targeted interventions such as financial literacy training, skills development, and enterprise support, JOCE-NET equips beneficiaries with practical tools for income generation, savings, and sustainable livelihoods. These initiatives aim to reduce dependency on aid while fostering economic empowerment.In addition, JOCE-NET actively promotes social enterprise development and supports youth-led innovation as a pathway to community transformation. The organization also implements programs in Food Security and Livelihoods (FSL), Water, Sanitation, and Hygiene (WASH), and climate-smart agriculture, ensuring a holistic approach to improving living conditions and environmental sustainability. By integrating these sectors, JOCE-NET strengthens community resilience and enhances long-term development outcomes.JOCE-NET’s mission is to unlock the potential of refugees and marginalized communities through innovative initiatives, quality education, vocational training, and entrepreneurship support, while promoting economic independence and healthy, inclusive societies.
